The Yokohama Minato Mirai 21 Corporation began operation in 2009, the 150th anniversary of the opening of the port of Yokohama. The Corporation's activities include the implementation of integrated area management for the development of Minato Mirai 21 in order to enhance the appeal of the district and to preserve and improve the quality of the urban environment, the coordination of urban development and implementation of environmental measures, and the organization of a range of cultural and promotional activities.

Work began on the Minato Mirai 21 Project in November 1983. In July of 1984, the Yokohama Minato Mirai 21 Corporation was established, with the mission of integrating and allocating management, commercial, cultural and other urban functions for the Minato Mirai 21 district.
For the following 25 years, the Corporation carried out this mission, playing a vital and central role in the development of the district. By 2009, it was judged that the project's progress had reached the point where a new organization was needed to steer the district's further development. In February 2009, the original Yokohama Minato Mirai 21 Corporation was dissolved, and its responsibilities handed over to a new body, also called the Yokohama Minato Mirai 21 Corporation, but now legally established as a general incorporated association rather than as a limited company.
The new organization began operation from April 2009, with the goal of implementing a fully up-to-date system of area management based on the various major development plans for the Minato Mirai 21 district.
To implement integrated area management on behalf of the multiple bodies involved in Minato Mirai 21 development, in order to enhance the appeal of the district, to preserve and improve the quality of the urban environment, and to contribute to the growth of Yokohama as a vibrant international city of culture.
